Nakoda Industrial is a majority owned First Nation contractor offering a wide range of construction, maintenance, and civil services in Saskatchewan. We supply mechanical, electrical, piping, insulation, scaffolding and civil disciplines.

In November 2015, the Board of Directors of Nakoda Developments Corporation, approved the formation of Nakoda Industrial Limited Partnership, in partnership with BEMAC Construction Corporation.

Nakoda Industrial is a majority owned First Nation contractor offering a wide range of construction, maintenance, and civil services in Saskatchewan.  We supply mechanical, electrical, piping, insulation, scaffolding and civil disciplines. We utilize time proven processes and procedures, scaleable systems and tools, and highly skilled team members to provide certainty of outcome on cost and schedule parameters.

Nakoda Industrial was formed with the sole purpose of providing safe, high quality low cost services to clients while at the same time providing meaningful long term career opportunities to members of Carry The Kettle First Nations (CTK) and other First Nation and Aboriginal communities throughout southern Saskatchewan to maximize the available First Nations labour pool and improve the overall benefit to our First Nations communities.

Partnership Structure

Nakoda Industrial was formed as a partnership between Carry The Kettle First Nation (CTK) and Bemac Construction Corporation (Bemac).

Nakoda Industrial was formed as a partnership between Carry The Kettle First Nation (CTK) and Bemac Construction Corporation (Bemac).  CTK is the majority owner of the partnership at 51%, with Bemac responsible for 49% ownership.  Nakoda Industrial’s Board of Directors contains an equal number of representatives from CTK and from Bemac.

Bemac is a full service construction and maintenance company serving the oil and gas, mining, and forestry industries with a head office in Calgary.  Bemac has a proven history of successfully executing challenging projects in locations throughout Canada while maintaining excellent quality, safety, schedule, and cost performance.

To ensure we deliver this same level of performance for our customers, Nakoda utilizes Bemac’s proven and field tested corporate and field procedures / processes including Bemac’s Safety and Quality Program on all of our projects.

Nakoda’s project teams are supported by Bemac’s corporate central group for various central functions roles (Corporate Quality Manager, Safety Manager, etc.).

Nakoda is capable of performing a wide range of scopes of work in the Oil and Gas industry ranging from small construction, renovation, maintenance and repair work on the order of $50k, to full service greenfield or brownfield Construction and Construction Management in excess of $100M.

Nakoda Industrial is dedicated to a 100% safe culture which starts with active and meaningful participation at every level within our organization from our craft straight through to our upper management.  Our comprehensive and robust HSE Management System is key to our continued safety excellence. This multi-element HSE Management System includes core processes, inspection programs, audits, statistical analysis and reporting which contribute to our 100% safe culture.

Further to this, our management system includes a continuous improvement process that incorporates lessons learned and observations from the field into updates to our HSE Management System.  This system has been implemented successfully on multiple projects by our partner company, Bemac Construction Corporation with excellent safety results.

Subcontractor Pre-qualification
Nakoda’s subcontractor pre-qualification process evaluates the health, safety, environmental, quality and financial ability of potential subcontractors to perform specific scopes of work on Nakoda projects. The pre-qualification process includes an in depth multi-level evaluation of the subcontractor’s HSE program, including critical areas such as HSE performance, HSE program elements, WCB statistics and premiums, as well as their safe work practices and procedures. Each subcontractor is evaluated to meet a certain standard and if any gaps are noted, mitigation plans and strategies are implemented where possible, or if the identified gaps are too wide to close the contractor is disqualified to bid on Nakoda projects. You can feel assured that our subcontractors will have the same dedication to safety excellence and a 100% safe work culture that we have.

Quality
At Nakoda we are committed to quality construction and our quality management process at all levels of our organization. You can feel in control and at ease with our quality management systems in place on your project. The implementation of our comprehensive construction Quality System is key to delivering upon this commitment.

Our ISO 9001:2008 compliant quality system is composed of multiple elements including:

  • Inspection and Test Plans

Our corporate quality manual lays out companywide requirements for both site construction and home office support activities while the Construction Quality Plan is a high level plan that is tailored to and implemented on each specific project we execute.  It outlines the quality system and methods that are to be applied by our construction staff in order to achieve quality in construction.  These plans are generated and customized upon contract award to incorporate specific project and jurisdictional requirements as well as any customer comments or concerns and then become the governing document for the project’s specific construction quality system.  Prior to site mobilization, these plans will be reviewed with the client to ensure all comments can be incorporated prior to the start of construction.

First Nations Recruitment and Retention

Nakoda’s approach differentiates us from the typical method of engagement for First Nations whereby small insignificant scopes of work are subcontracted to small local First Nation companies while executing the overall project with minimal direct hire of First Nation employees.

Our approach is focused on working hand in hand with CTK to identify qualified local First Nation members who are either already working in the construction industry or are interested in joining the industry in either a craft or staff position.  For persons not experienced in construction, a prime mandate for Nakoda is to provide training and development opportunities to enable them to seek and obtain long term careers in the industry.

Labour Relations and ASWA Relationship
Nakoda has a labour relations relationship with the Canadian Union of Skilled Workers (CUSW) which represents our craft employees on an all-employee basis. This provides certain advantages such as multi-skilling our workforce, utilizing employees based on their overall skill set without jurisdictional limitations, which in turn provides our employees with longer work opportunities and additional training.  Through CTK and CUSW we also have a strong relationship with the Aboriginal Skilled Workers Association (ASWA). We work closely with ASWA in recruiting and developing aboriginal workers for our projects.  ASWA’s vision meshes well with our goals of providing long term career opportunities to members of CTK and other First Nation communities.

Recruitment Plan
Nakoda’s focus on each project is to initially hire locally and move outwards from the project’s location into regional, provincial and national labour markets. At every stage of this process, we maximize our First Nations content. At each level we look at our internal labour pools and then we will hire new employees as required. We will initially re-hire our core supervision and a small core of employees who understand our commitment to safety, quality and productivity. These employees will be instrumental in transferring that commitment to new employees as hired.  Nakoda Industrial has access to hundreds of skilled trades people within Saskatchewan and Western Canada that have the required skills to perform work safety and productively.

First Nation Liaison Position
Nakoda utilizes a First Nations Liaison for every project. Depending on the project location, size and scope this position may be shared between different projects. This position will be part of the Labour Relations / Human Resources team with reporting responsibilities to the Project Manager and the Corporate Manager of Industrial Relations.

Employee Retention
Nakoda’s retention program begins with developing a back log of work that includes long term maintenance, sustaining capital and construction projects that will provide long term work opportunity to our employees.  Our general retention programs include competitive compensation, retirement plans and benefits, a safe workplace, access to training and career advancement plans, and a culture of taking care of each other.  On projects we design retention programs specific to the needs of each project.  These programs include travel and accommodation plans, shift cycles that provide meaningful time back home, safety programs that truly take care of our employees, training opportunities, apprenticeship opportunities, career planning, and retention/safety awards in the form of gifts and/or monetary awards.
